Well, this is a very quick
and easy effect by Photoshop :)
First select a picture and put it in Photoshop,
then go to layer>new layer
after that select brush tools and color the picture with different choices :) it may look like this

And now look at the right side in layer option. Change it to OVERLAY from NORMAL. You can decrease the opacity level to get your desire rainbow level. See???
It’s a rainbow effect so easily :)
